 The Blood Borders Plan and the Crime of Darfur’s Secession

After the suspicious fall of the major cities of Darfur, and the withdrawal of the army from them, in the face of the Rapid Support Forces’ (RSF) takeover, along with the suffocating siege these forces are imposing on the last remaining state, North Darfur and its capital, Al-Fashir, while the army fails to drive them out, suddenly there comes talk of a parallel government led by them in Nyala, the capital of South Darfur, which they control, with the participation of America’s agents such as Al-Hilu, and his support for this government, even becoming a deputy in it...

All of this has stirred in people’s minds what Hizb ut-Tahrir has constantly reiterated: that there is a clear and full-fledged plan to hand over Darfur to the Rapid Support Forces (RSF), under American sponsorship and cover, as part of its scheme to tear Sudan apart through its agents among the leaders of the army and the RSF, just as it previously did in the secession of the South through its two agents, Al-Bashir and John Garang.

The Blood Borders plan emerged with a report titled “Blood Borders Plan”, prepared by retired US Lt. Colonel Ralph Peters along with a new map of the Middle East. It was published in the American military journal, the Armed Forces Journal, in 2006, where this general divided the region into Sunni, Shia, and Kurdish states, in addition to what he called “the Islamic Sacred State” comprising of the Harramayn (Mecca and Medina) independent from Saudi Arabia, as well as what he named the Greater Jordan and other small states. According to his claim, dividing the region along sectarian and ethnic lines, so that each sect or ethnicity would live separately in its own independent political state, would put an end to violence in this region.

However, it can be said that the scheme of the colonialist powers to fragment the Muslim lands are old, led by Britain and France, as in the agreement between British and French foreign service diplomats, Mark Sykes and Georges Picot, to carve up the Islamic lands, after the destruction of the Khilafah (Caliphate), in what became known as the Sykes-Picot Agreement of 1916. Later, America entered this colonialist race to weaken the Muslims, and plunder their resources, implementing the principle of divide and rule. This goal has been pursued through division and fragmentation under the pretexts of self-determination, autonomy, federalism, and similar notions, as well as through exploiting the issue of small ethnic groups and sectarian minorities. Among the most prominent of these recent schemes was the plan of Bernard Lewis, the Zionist thinker and advisor to the administration of US President George H. W. Bush, the senior Bush, which aimed at dividing all Muslim countries in the 1980s. His plan included dividing Sudan into four parts: the Nubian State with Aswan as its capital, the State of Sudan in the center, the State of Darfur, and the State of South Sudan. The only region where this scheme succeeded was Sudan through the secession of its South.

America paved the way for the secession of Darfur during the rule of its agent Al-Bashir through the Doha Agreement, called the “Doha Document for Peace in Darfur,” which was signed by the Sudanese government and the Liberation and Justice Movement on July 14, 2011. The most dangerous element in it was what was termed the sharing of wealth and power between the Khartoum government and the Darfur movements, as well as the administrative status of the region, where it was decided to resort to a referendum to determine Darfur’s identity whether it would be one region or several states. Based on the Doha Agreement, a regional authority was established in Darfur, which meant placing Darfur in a special status distinct from the rest of Sudan. This is exactly what had happened with the South previously, before its secession.

Among the strongest confirmations of the implementation of the plan to fragment Sudan are the statements of the ousted president Al-Bashir and his regime’s officials themselves.

On 25 November 2017, the Russian Website Sputnik published an interview with President Al-Bashir during his visit to Russia, in which he stated, “The American pressure and conspiracy against Sudan is immense... Under American pressure, South Sudan separated, meaning Sudan was divided. The division was a result of American pressure and conspiracy, and the American plan is to destroy Sudan and divide it into five states.”

Similarly, Anadolu Agency reported on 13 April 2017 that Sudan’s Foreign Minister, Ibrahim Ghandour, said, “The separation of the South was essentially a conspiracy, but we accepted it.” He made this remark during a press briefing at the airport, in response to Russian Foreign Minister Sergei Lavrov. Lavrov had said the previous day, during a press conference with his US counterpart Rex Tillerson, that, “The Obama administration requested the government of Omar Al-Bashir to agree to the division of Sudan into two parts as a solution to its problems, in exchange for not referring him to the International Criminal Court.”

Lavrov added that the Obama administration even asked the Russian government at that time to secure Al-Bashir’s approval for secession, despite their desire to see him tried at the ICC. He concluded, “The secession of the South was an American project initiated by the Obama administration.”

On 21 November 2018, Sudan’s Foreign Minister Al-Dirdiri Mohamed Ahmed, in an interview with France 24, stated that his country had “helped America in solving the biggest dilemma in the region, which is South Sudan.”

Therefore, the war that began on April 15, 2023, suspiciously erupted between two forces that were, in essence, the creation of the same source, with their leaders aligned under American influence. Events then escalated with the army’s withdrawals in the face of the Rapid Support Forces, without convincing reasons, until matters reached the occupation of all the major cities of Darfur, and now the last one is under siege. This was followed by the establishment of a government separate from the rest of the country, which is clear evidence of the premeditated intent behind this vile plan.

All indications and evidence confirm that America’s agents in Sudan are vigorously working to implement the scheme to fragment Sudan, exploiting this war, and the people’s lack of awareness of this malicious plot.

It is therefore incumbent upon the people of Sudan, especially those of military force and influence among them, such as the army officers, leaders of the Ummah, and its influential to stand as a solid barrier against this scheme. This can only be achieved through the adoption of an ideological project that exposes this plot and safeguards the interests of the Ummah. And that project can only be the great project of Islam and its state, the Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of Prophethood. For in it alone lies the solution, the remedy, and the way out.

Deprived is the one who busies himself with anything else, and dies without a Shariah bayah (pledge of allegiance) to a Khaleefah Rashid (Rightly-Guided Caliph) who upholds the Deen and implements the Shariah. The Prophet (saw) said, «وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً» “Whoever dies without a pledge of allegiance on his neck dies a death of ignorance.” (Reported by Muslim).
