O Muslims of Afghanistan! Do Not Allow the American Snake to Enter Through the Back Door, After Expelling It Through the Front Door!

“We consider the chapter of war to have come to an end, and from now on, we want relations based on mutual respect and a new chapter of positive engagement,” Afghanistan’s foreign minister, Amir Khan Muttaqi, said in an interview with The New York Times in Kabul. Mr. Muttaqi said the United States could “reopen its embassy, maintain a diplomatic presence and invest” in Afghanistan’s vast mineral wealth, dams and roads.” (New York Times, Aug. 14, 2026)

Comment:

The outlines of the deal struck between the Taliban leadership, with coordination and facilitation from Pakistan, and the United States on February 29, 2020, in Doha, Qatar, appear to be becoming clearer. Officially titled the “Agreement for Bringing Peace to Afghanistan,” it stipulated the gradual withdrawal of US and coalition forces from Afghanistan over fourteen months, along with security commitments and the commencement of intra-Afghan negotiations. One of the key aspects of this deal seems to be the Taliban leaders’ guarantee of continued US influence in Afghanistan, achieved by replacing the traditional religious figures with US-backed figures like Karzai, Ghani, and others.

It is painfully disappointing to see that a representative of the mujahid people of Afghanistan, the graveyard of empires, is considering relations based on “mutual respect” and “positive engagement” with the foremost amongst the disbelievers in enmity to the Islamic Ummah, the United States. The United States itself wages war on the Muslims, occupying their lands, violating their sanctities, exploiting their wealth and undermining their Deen, whilst assisting the Jewish entity and the Hindu State in their wars against the Islamic Ummah.

How can any mutaqqi (pious one) consider “positive engagement” with the American crusaders when Allah (swt) warned that the dhalim (oppressor) is the one who allies with those who expelled us and aided others in our expulsion,

[إِنَّمَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَى إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ وَمَنْ يَتَوَلَّهُمْ فَأُولَئِكَ هُمُ الظَّالِمُونَ]

“Allah only forbids you from befriending those who fought you over the religion, expelled you from your homes, and aided others in your expulsion; and whoever befriends them—it is they who are the oppressors.” [TMQ Surah Al-Mumtahinah: 9].

Certainly, no mutaqqi gives preference to the International Law of the disbelievers, over the Shariah rulings regarding the kafir harbi fi’lin (actively belligerent), which are made clear in the Al-Siyar al-Kabir (السير الكبير The Volume on Military Expeditions) written by the student of Imam Abu Haneefah, Muhammad ibn al-Hasan ibn Farqad al-Shaybani, may Allah have mercy with both of them.

How can any mutaqqi ask the hostile Americans to open an embassy in the land that is irrigated by the blood of martyrs, when it is well known that the US disguises its spy posts as diplomatic missions? In fact, these embassies of the US are part of its vast military infrastructure, which includes American bases and its agents amongst the rulers of Muslims, without which it would be unable to attack any Muslim state, as it is separated by oceans from every single one of them! How can we spend twenty years in Jihad expelling the American snake from the front door in utter humiliation, only to then allow it to enter through the back door in “mutual respect”?!

How can any mutaqqi ask the disbelievers to invest in the vast mineral resources of Afghanistan, when it is a public property whose benefit and its price are for the community of the Muslims, and not the private companies of the American crusaders? The evidence that these vast minerals of abundant measure are public property, is what is narrated from Abyadh b. Hammal al-Mazini,

«أنه وفَدَ إلى رسول الله ﷺ فاستقطعه الملح فقطع له، فلمّا أن ولّى قال رجل من المجلس: أتدري ما قطعت له؟ إنما قطعت له الماء العدّ. قال: فانتزعه منه»

“that he called on the Messenger of Allah ﷺ and asked him to allocate to him the salt and he allocated it to him. When he turned away a man in the gathering said, ‘Do you know what you have allocated to him? Verily you have allocated to him the like of abundant water’, so the Prophet ﷺ withdrew it from him.”

Certainly, no mutaqqi can give preference to capitalism and its privatization of minerals and fuel over the clear Shariah ruling regarding public property. Indeed, the esteemed Hanafi faqih of the sixth century Burhan al-Din Abu al-Hasan Ali ibn Abi Bakr al-Marghinani ( برهان الدين المرغيناني) says in Al-Hidayah fi Sharh Bidayat al-Mubtadi (الهداية في شرح بداية المبتدي) that, (لا يجوز للإمام أن يقطع ما لا غنى بالمسلمين عنه كالملح والآبار التي يستقي الناس منها) “It is not allowed for the ruler to allocate privately that which the Muslims collectively are in need of such as salt mines and large wells from which the people irrigate their lands.”

O Muslims of Afghanistan, their Mujahidoon and their Ulema!

We keep the doors closed to our enemies by establishing the Deen in all our affairs, including the economy and foreign relations. It is only the complete implementation of the Shariah Law of Allah (swt) that can provide the Islamic Ummah unity, security and prosperity. The Khilafah Rashidah will sever all ties with the attacking disbelievers, whether diplomatic, military or economic. It will unify the Muslim states as one powerful Islamic State, mobilizing immense military and economic resources for establishing the dominance of the Deen. It will end enmity between the believers by initiating Jihad against the enemies, striking terror within the disbelievers and exposing the munafiqeen (hypocrites). It will ensure the community of Muslims benefits from its mineral resources, without surrendering concessions over its ownership to private companies, by hiring experts from amongst its capable sons and daughters to establish surveying, extraction and refinery within the Muslim World.

Hizb ut Tahrir remains within you, amongst you and between you. It is fully prepared to rule the Islamic Ummah by the Shariah rulings of the Deen. It has called for nussrah (military support) from your people of military strength and protection (ahl ul quwwah wal man’ah) for the establishment of the Second Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of Prophethood, so urge them to respond!
