Services in Yemen Are Held Hostage to the Colonial Struggle

and Only the Khilafah (Caliphate) Can End It

Aden and Hadramawt, in southern and eastern Yemen, are witnessing protests and growing public unrest due to the collapse of public services, foremost among them prolonged electricity outages.

What is happening cannot be separated from the Anglo-American struggle over Yemen. It is not merely a matter of administrative mistakes or incidental corruption; rather, it is one chapter in the broader Western conflict, implemented by local and regional rulers in service of their colonial masters. Salman’s Saudi Arabia is working diligently to consolidate America's foothold, while, on the other hand, the sons of Zayed in the UAE continue resisting in order to preserve British influence. Recent days have witnessed the departure of Falah Al-Shahrani from Aden, a field operative for the rulers of Al Saud, as well as the entry of Pakistani forces under Saudi administration into the Al-Anad area and the oil-producing regions of Hadramawt and Shabwah. They have also witnessed the assassination of Brigadier Yahya Abdullah Wahaish, commander of the First National Resistance Brigade.

Today, electricity constitutes an essential lifeline and a pillar of economic stability. It is a fundamental duty and unavoidable responsibility of the state and governing institutions to provide and sustain it in service of the people and vital sectors. The prolonged outages during the scorching summer heat forced people to leave their homes, take to the streets, and spend the night outdoors to escape the intense temperatures. It is noteworthy that when the UAE departed at the beginning of 2026 and Saudi Arabia arrived, there was a noticeable reduction in the duration of power cuts. However, because of the conflict between them, electricity did not remain stable for long and soon began failing again. Accordingly, this situation is not merely the result of administrative shortcomings or temporary technical errors. Rather, it is the inevitable consequence of the fundamental crime committed by the global capitalist system, which competes over interests and treats basic human rights as commodities subject to bargaining and privatization. This is not a government that serves the people; it is a colonial administration of chaos whose objective is to exhaust the people of Yemen until they submit to any humiliated ruler who arrives from across the sea.

The sight of streets filled with people fleeing the blazing heat of their darkened homes, combined with the disgraceful conduct of a government mobilized primarily for security purposes, clearly exposes the inability of savage capitalist thought to care for people’s affairs. Millions are left to suffer a slow death in homes and streets, while client rulers and their associates enjoy air-conditioned comfort and luxury. Yet, as usual, the authorities failed to learn any lesson and instead deployed security forces against the protesters.

The miserable state of public services and the deliberate deterioration of services throughout Yemen are not accidental. Rather, they are part of a carefully designed scenario intended to shape public consciousness, domesticate the population, and keep people preoccupied with their own struggles.

The detestable alternation between Riyadh and Abu Dhabi in serving their masters in Washington and London has become plainly visible. Therefore, it is incumbent upon the people of Yemen to reject them and their local followers among administrative and security leaders who are showered with dirty money in order to become a whip raised against their own people.

O our people in Yemen: The effective remedy for your suffering and the solution to your problems do not lie in following the rulers of Al Saud, who work in the interests of America, the enemy of Islam and the Muslims, nor in standing with the rulers of the UAE, protégés of the British who colonized our lands, plundered our wealth, and destroyed the Islamic State Al-Khilafah Al-Othmaniyyah (the Ottoman Caliphate) in 1924 with the assistance of Arab and Turkish traitors. We must nurture in our children hostility toward the leaders of disbelief—America, Britain, and those who follow in their path. Merely protesting in the streets, against which security forces open fire out of fear, will achieve nothing. The only legitimate solution is to change this capitalist system imposed upon us in all its forms and symbols, sweep away its client rulers, return to Islam, and resume the Islamic way of life through the establishment of the Second Khilafah Rashidah (Rightly Guided Caliphate) on the method of the Prophethood. It will rule by what Allah (swt) has revealed, care for the affairs of the people in a manner pleasing to Allah (swt), and carry the message of Islam to the world, so that the wealth of the Ummah benefits its people rather than the colonial disbeliever. This is the Caliphate for which Hizb ut Tahrir works, having prepared for it statesmen and a constitution ready for implementation, regulating all aspects of life and derived from the Qur’an and the Sunnah. Therefore, we call upon you to work with us for the establishment of this great obligation.

Allah Almighty says:

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْناً]

“Allah has promised those among you who believe and do righteous deeds that He will surely grant them succession in the land as He granted it to those before them, and that He will surely establish for them their religion which He has chosen for them, and that He will surely replace their fear with security” [An-Nur: 55]. And the Prophet (saw) said: «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» “Then there will be a Caliphate upon the method of Prophethood.”

So be with those who are working to establish it, and you will succeed.
