On 28/8/2025, President Shavkat Mirziyoyev received the US President's Special Envoy for Global Partnerships, Paolo Zampoli. According to a press release from the Presidential Press Service, "The meeting discussed the strategic partnership between Uzbekistan and the United States and the expansion of multifaceted cooperation.”

During the meeting, economic cooperation and security issues were top priorities. It was noted that the most important event is the expanded strategic partnership meeting, which will be held this fall.

Given the growth rate of economic cooperation between the two countries, the flow of goods increased by 15% in 2024. Currently, the portfolio of joint projects exceeds $11 billion. According to the President's press service, "It was emphasized that effective cooperation between the two countries in the areas of security, terrorism, extremism, and illegal migration will be established.”

America implements the economic cooperation model through its affiliated institutions: the International Monetary Fund, the World Bank, the International Finance Corporation, and financial companies. Investment through these institutions activates the political pressure mechanism through future debt pressure. Consequently, the country's economy and political decisions will be under Washington's control. A clear example of this is that Uzbekistan's public debt has exceeded $70 billion, and the burden of debt and taxes on the people is increasing.

America also offers "cooperation" in the security sector. The question is: Where has America achieved security? In Iraq, Afghanistan, or Libya? Under the guise of defending democracy, the blood of countless innocent people has been shed in these countries for decades, and cities and villages have been destroyed. In Gaza, America is leading this historic genocide with its strong support for the usurping Jewish entity, which kills dozens of children and women daily. Therefore, it is certain that America's slogans, such as combating terrorism and security cooperation, conceal the penetration of its intelligence services into the country, control of internal operations, and a strategy aimed at ensuring its own security, not that of Uzbekistan.

Therefore, the path proposed by America in the name of "partnership" is in fact a path of danger and traps. Its economic "aid" is debt and dependency, and its security partnership is the threat of external domination and instability.

We tell the Mirziyoyev regime that your first and most urgent task is to prioritize the interests of Islam and Muslims when establishing any relations with colonial America, which, with its hatred and colonial ambitions, is committing massacres and famines against Muslims worldwide, especially in Gaza. We warn that its hypocritical policy could drag Uzbekistan and the entire region into dangerous geopolitical games and cause instability.

O Muslims of Uzbekistan: The cooperation offered by the regime in the name of "economic development and security" only increases the suffering imposed on you by colonial powers such as America, Russia, China, and Western countries. How long will you remain silent about this regime's political and economic pressures and its violations of your beliefs, while bearing the stigma of "slaves" and "black laborers"? Yet, isn't all this due to these very "cooperations"? The solution is one: unless you live as one Ummah with all Muslims under the Khilafah Rashidah (rightly guided Caliphate) that implements Allah's Shariah on you, you will never be freed from the humiliation and slavery you are experiencing today! However, we remind you once again that holding your ruler accountable, examining his actions based on Shariah standards, and correcting him immediately when he deviates from the truth—that is, enjoining what is right and forbidding what is wrong—is your responsibility. And Allah (swt) says:

[كُنتُمۡ خَیۡرَ أُمَّةٍ أُخۡرِجَتۡ لِلنَّاسِ تَأۡمُرُونَ بِٱلۡمَعۡرُوفِ وَتَنۡهَوۡنَ عَنِ ٱلۡمُنكَرِ وَتُؤۡمِنُونَ بِٱللَّهِ]

“You are the best community ever raised for humanity—you encourage good, forbid evil, and believe in Allah” [Aal-i-Imran: 110].
