The United Nations Security Council recently held a special session to discuss the situation in Afghanistan. At this meeting, Roza Otunbayeva, head of the United Nations Assistance Mission in Afghanistan (UNAMA), introduced a new comprehensive framework called the “Mosaic Plan.”
