On Monday, 14th of October 2013, the US Special Envoy for Pakistan and Afghanistan, James F. Dobbins, visited Pakistan. The US Embassy in Islamabad said in a press release that "Dobbins discussed US-Pakistani relations, regional security, and Afghanistan with Interior Minister Chaudhry Nisar, Advisor to the Prime Minister on National Security and Foreign Affairs Sartaj Aziz, and Chief of Army Staff General Ashfaq Parvez Kayani".

 

Comment:

The American special envoy visited Pakistan at a time when the Prime Minister of Pakistan Nawaz Sharif is due to meet the US President, Barack Obama, in Washington on the 23rd of this month. Every ruler who comes to power in Pakistan, wants to travel to Washington or London as his first preferred destination, so he can demonstrate to his people that he enjoys good relations with the superpower and its allies and then say that his government is strong and stable. But these close relations never served even these rulers, as whenever America felt that the current ruler can no longer secure or pursue her interests, she simply withdraws her support from him. Moreover, close relations with America and western Kafir Harbi states always resulted in great harm for Pakistan.

Historically, whenever Pakistan trusted or followed the advice of America or western Kafir Harbi states, she always suffered harm. In 1948 when Pakistan army and Mujahideen were defeating the Indian army on various fronts in occupied Kashmir and were advancing towards its capital Srinagar, India went to the United Nations and asked them to intervene in this matter. Pakistan on the pressure and guarantees of America and western Kafir Harbi states accepted the ceasefire. But since then sixty five years have passed, yet Pakistan and the Kashmiri Muslims have yet to see the implementation of the United Nations Security Council resolution. Similarly, in 1962 when Indo-China war started Pakistan had a golden opportunity to liberate Kashmir but America and western Kafir Harbi nations intervened and on their advice Pakistan did not pursue its cause. Eventually it lost that opportunity. And in 1971 when India attacked East Pakistan with the open backing of Soviet Union, the cold war foe of America, America did not come to defend its friend Pakistan even though it had a defense pact with her. Pakistan kept on waiting for American naval fleet to arrive but it did not come. And eventually a humiliating surrender in Muslim history took place and India secured the capture of almost one hundred thousand of the Muslim army and declared them as prisoners-of-war. Now for the last twelve years, we are fighting America's so called war on terror as its front line state and a non NATO ally and have lost more than fifty thousand civilians and personnel of the armed forces. And our economy has suffered a loss of more than seventy billion dollars.

Therefore it is necessary that Pakistan must cut all ties and relationships with America and Kafir western Harbi nations. After this we will be able to take independent decisions in our matters, whether it is of economy or foreign relations. But this can only be materialized after the return of the Khilafah "Caliphate" to these lands as the current capitalist system and the traitors in political and military leadership will never take such brave decisions. It will only be the Khilafah "Caliphate" state that will eject all American military, private security agencies and diplomats. It will close all American bases and sever the NATO supply line. And then the army of Khilafah "Caliphate" along with the sincere Mujahideen will end all American and western presence from the region and secure it from their filth.

News & Comment Alleged ‘Military Training' is an American War and Cunning Politics

The Guardian Newspaper dated 8th October 2013 reported that Police in Mtwara, South of Tanzania are holding 11 people for allegedly being involved in illegal military training in Makolionga Forest, Nanyumbu District.

The suspects were found with various military tools along with 25 Compact Discs (CD) containing training information that is said to be used by terrorist groups Al-Qaeda and Al-Shaabab. Other military tools included a military kit bag bearing an anchor logo that Police are investigating as to its country of origin. Also recovered were two bush knives, a solar panel, torches, one motor bicycle battery, three bicycles, five mobile phones and variety of canned foods.

Mtwara Region Police Commander Zelothe Stephen said the youth were found in areas that cannot be reached by ordinary people from the thick forest and difficult mountain terrain and required police special techniques to reach and arrest them. After interrogation, police have concluded that the youth are undergoing dangerous training related to Al-Qaeda and Al-Shaabab groups.


Comment:

Since America forced countries including Tanzania to enact laws against Islam under the name of Terrorism laws, Muslims in these countries live in constant fear, anxiety, extra-judicial killings, torture and dirty propaganda. The incident which is called military training has surprised all keen observers. Surely is military training done with machetes? As for military training CD's, they are all over in the states including those of Rambo and his likes which are sold like any other product. Police claiming that they easily arrested the youths in the forest without them escaping through using skilled means without elaboration is a matter indicating being evasive with the truth.

Such events which are followed by jabbering from some politicians and media with hatred against Islam and Muslims are a dangerous matter that aggravates relationships among the public in Tanzania and other places. When such events occur against Muslims, they are immediately blown up by the media and associated with terrorism even before being pronounced by a court.  However, when the same are done by non-Muslims - they occur daily - they are never linked to terrorism. It is usually termed as robbery, thuggery, etc.

The objective of this wide campaign being built especially after the recent events in neighbouring Kenya is to propagate the American worldwide campaign of war against Islam and Muslims. What is happening is to promote the concept of ‘war on terror' to the general public in these countries and the whole world with the main objective being to instill fear in people against Islam and Muslims. This is done by our countries to please America which is the main sponsor and flag bearer of this campaign in its agenda to bring the whole world on its side to co-operate in its war against Islam and Muslims. America is in a dilemma and in great fear of the return of Islam on the international scene through the establishment of the Khilafah "Caliphate" state. This is a matter that is certainly going to occur based on various evidences.

On the part of Tanzania, it has closely taken over the event and others for political objectives. First is to divert public opinion on the divisive constitution making process whereby opposition parties are opposed to the whole process. Also mainly to save face through the event for the atrocities committed in the Southern Province by neglecting the area in development since independence yet the area has many natural resources. Second is to cunningly hide the atrocities recently committed and are still continuing against the public by the police through threats, theft, killings, rape, harassment, and torture etc. This is because of an uprising by the residents of the province to oppose the move by the government to transfer natural gas from the province to Dar-es-Salaam which means the residents won't benefit from the resource.

Answer to a Question Raising of the American Debt Ceiling (Translated)

Question:

There is a heated conflict happening in the United States between the Obama administration and the Democratic Party on one side, and the rival Republican Party on the other side, about the budget and the raising of the debt ceiling that Obama's government is insisting on. The crisis has intensified with the failure to approve the budget which resulted in hundreds of thousands of federal government employees' work being disrupted in what is being called a short furlough without pay...

And the question: How can this happen in America, the chief of the capitalist democratic states? What is this democracy, which they claim does justice to the people, that withholds wages not due to their fault or any deficiency in their work done? And how is the government insistent on raising the debt ceiling, instead of being insistent on lowering the debt?

We would like this to be clarified in a way that can be easily understood, and may Allah (swt) reward you.

 

Answer:

The answers to your questions can be clarified and easily understood by understanding the following issues:

First: American Budget:

The approval of the American budget requires the approval of Congress, which is made up of the Senate, whose majority is controlled by the Democrats, and the House of Representatives, whose majority is Republican. An intensive round of negotiations went on, with the exchange of texts and proposals between the House of Representatives and Senate, until the night of Monday 30/9/2013. Despite this the American Congress has failed to approve the temporary budget before the first hour of 1/10/2013, which is the beginning of the new fiscal year.

Second: Issue of the Debt Ceiling:

American public debt is the amount of public debt due from the Federal  Government; which is the total of U.S. Treasury bonds owned by parties outside the United States, as well as US Treasury bonds, which are issued by the United States Treasury Department, that are owned by parties inside the United States.

Congress determines the debt ceiling that the Federal Government is not allowed to pass, which is currently 16.7 trillion dollars, and that the government is expected to exceed or almost exceed on 17/10/2013. Therefore, the Federal Government is holding its breath waiting for the decision of Congress on that date.

Third: The Crisis and its Causes:

1. Obama presented a project for healthcare that he named "Obamacare", which would provide social security and health insurance to 46 million low income Americans, and which would let those who do not enjoy insurance to get health insurance. For the project to be implemented the necessary allocations must be approved in the 2013-2014 budget that begins on 1/10/2013. However, the Republicans understood that the project would mean popular support and public opinion for the Democratic Party, especially with the midterm Congressional elections being in November 2014. Health care is expected to be a point of discussion, and therefore the Republicans refused to allocate funds in the budget for Obama's project and requested for it to be delayed unless the law was subject to negotiation and amendments. It would then be issued in the name of both parties, after accommodating the Republican Party's vision in the project, so it would not be Obama's vision by himself. This is so that Obama would not gain any electoral balance for the Democratic Party in the future elections, and because the Republicans have the majority in the House of Representatives, they are able to delay the issuance of the law.

And because the issue for both parties is not serving the people, instead it is a political quarrel for the sake of the future elections' yield, both parties have insisted on a halt, even if it harms the people as demonstrated later. Obama wants it to be approved, and the Republicans want it to be delayed so that it can be negotiated and packaged in a way that distances it from Obama, and associates it with the Republicans... and this is how the crisis deepened, with the Congress failing to approve the temporary budget before the first hour of the month of October, which was the appointed date for its approval, and with the debate between the two parties ongoing up to this date.

2. This has resulted in the activation of the "Federal Government Shutdown", because of the Republican Party's refusal to vote on the budget law for the year 2014 on 30/9/2013. The result was more than 800 thousand government employees entering a mandatory vacation without pay, and with the expectation of a reduction in employees for all American institutions and a large number to be laid off... as happened previously when government activity was interrupted for 21 days in December 1996 until January 1997, in the era of Bill Clinton when the state incurred losses of about a billion dollars.

3. This is only a part of the crisis, indeed it is just an introduction to the coming crisis, which is the government requesting the debt ceiling to be raised on the appointed date for Congress to study the situation on 17/10/2013. That is because the government's debt has exceeded the ceiling allowed, which is 16.7 trillion dollars. This is the ceiling approved by Congress, and it is obligatory on the government to not borrow more than it. But the state treasury will be almost bankrupt on 17/10/2013, when nothing but 30 billion will remain in the treasury according to predictions, and afterwards the state will be unable to meet its financial obligations.

4. The two parties have been pelting each other with accusations, especially after the people were affected due to the problems of the two parties, so each party has tried to cast responsibility onto the other. Obama considers the Republican party to be the cause and describes it as holding the nation hostage in exchange for realizing the party's interests, so in press conference in the White House on Tuesday 8/10/2013 he said that "Members of Congress - and the House Republicans in particular - don't get to demand ransom in exchange for doing their jobs, and two of their very basic jobs are passing a budget and making sure that America's paying its bills."

And the Speaker of the House of Representatives says that he would not allow Congress to raise the debt ceiling unless Obama presented concessions dealing with the project of health care known as Obamacare, and agreed to negotiations, and that he was "not going to raise the debt limit without a serious conversation about dealing with problems that are driving the debt up."

5. It is clear in the tug of war between both parties that both of them want to raise the debt ceiling, but the Republican Party tied its stance to the amendments to the health care law in order for it to be associated with the Republican party... but what is worth mentioning is that normal circumstances of states are managed in a way that control its financial and economic situation to lower the amount of debt and not to increase it. However, America is the only country that is not bothered by drowning in debt, because it issues bonds as it wants, and guarantees to pay them off under suitable conditions, even if it cannot due to its financial situation. This is because it can, if it found it an overriding interest, print more dollars without limits of hard currency in its treasury like other states. Particularly because it currency greatly controls other countries' reserves, and it can print more with the permission of the International Monetary Fund secretly or "even openly" without permission, because America is of actual influence in the Fund, and it can present fake reasons and conceal the reality of the situation with the International Monetary Fund's support! Even if the printing of these papers results in a dip in the price of the dollar or inflation in prices, as long as America sees that it has an interest in doing so, it will. For example, the press has reported that America printed between "2 trillion - 4 trillion" during the fuel speculation that resulted in an increase in the price of oil, which reached almost 150 dollars per barrel in 2008, and America was not far from the speculation. America printed those papers to be able to buy the greatest amount of the fuel directly or indirectly to add it to its inventory, and it saw that this was in its interest that exceeded the volatility of the prices, and the devaluation of the dollar...

And therefore the debt ceiling for the American government will be raised by necessity. For example the government debt increased (central government and local government) from 4.3 trillion dollars in 1990 to 8.4 trillion dollars in 2003, and to 8.9 trillion dollars in 2007. In the beginning of Obama's governance in 2009 the debt was 10.3 trillion dollars, and in 2011 it exceeded the mark of 14 trillion American dollars, and it now exceeds 16.7 trillion dollars. Another state would have drowned in much less debt than this and it would have collapsed and its economy would have been reduced to rubble! But America is not burdened by debt because it is an internal problem to it, and Congress can raise the debt ceiling whenever it wants, and its economy will proceed, and it will pay the debt by the strength of its economy if it is strong or else it will issue currency paper without limits as with other countries. The collapse of America will be the appearance of a state that gives not weight to the American dollar, and that deals with it either by exchanging goods or by returning to the gold and silver standard in currency exchange.

6. And thus the chief of the capitalist democratic camp confirms the failure of the capitalist democratic system, and that it is no more than ruling capitalist class' manipulation of the people, especially the middle class and particularly the common people. Obama made his issue the "Obamacare project" with the excuse of helping the millions of people attain health insurance, but in turn he disrupted the work of hundreds of thousands of workers with an unpaid vacation...! This means that the Democratic Party's intentions in this law are not to serve the people, rather to nail future elections. How does serving the people result in depriving them of their work not due to a fault from them? And to the Republican Party the issue is not an issue of health insurance or no health insurance, it is only that the project not be attributed to their contender so that they can have a share in it... The two parties are not concerned with health care for the people, and the proof is that they are willing to agree on it after both parties negotiate it, so therefore the issue is not in its content, but in the extent of its usefulness in the elections, even if it results in distress and trouble for the people! The project has a requirement that obligates large companies to provide health insurance to its employees, and the owner of this project himself announced last July that he wished to delay this requirement for a year, in order to please these companies, and to please its supporters in the Republican Party, with him assuming that the Republican Party would agree to his project... and from this it is clear that the two parties are not concerned with caring properly for the health affairs of the people as much as they care about electoral popularity. From all this it is clear that their capitalism is to exploit public capital to increase their capital, and their democracy is not to serve the people, instead for the people serve the "major" owners of democracy without pay!

7. And in conclusion we thank Allah (swt) that we are Muslims, and that Allah (swt) guided us to the wise and proficient system... The Khaleefah goes hungry if the citizens are hungry, and he is satisfied if they are satisfied, and he is not safe until they are safe... a system that assures the covering of all the basic needs of housing and clothing and food for every individual citizen. Whoever can work is provided with a job, and whoever cannot work and does not have a relative to spend on him, then the Khaleefah is his guardian and guarantees to provide for him... a system that allocates general property among the people to protect their livelihood and security, so it allocates to each their portion from birth... a system that achieves a secure just economic life that amends the affairs of the creations, for the Creator (swt) provides what amend people:

((أَلَا يَعْلَمُ مَنْ خَلَقَ وَهُوَ اللَّطِيفُ الْخَبِيرُ))

"Would He not know, He Who created? He is the Refined, the Expert"

We ask Allah (swt) the assistance and accommodation to return the Righteous Khilafah "Caliphate", so it will spread goodness not only in the abode of Islam, also to everyone who has a heart and loves peace and security... and praise be to Allah (swt), Lord of the worlds.

Rape Epidemics are the Natural Product of the Liberal Sexualisation of Societies

The savage gang-rape of a five year old girl in Lahore this September whose body was then dumped outside a hospital, horrified Pakistan and the world. This brutal attack was then followed within a week by two more appalling rapes that hit the headlines - that of a young girl in Faisalabad and a college girl in Toba Tek Singh. In recent years, rapes of children and women in Pakistan has dominated its national media and brought to public attention the high and rising incidence of such attacks within the country, with perpetrators originating from different sectors of the society. According to the Islamabad-based non-governmental organisation Sahil, there were 3,861 cases of child sexual abuse in 2012, a 17% increase on the previous year. The Human Rights Commission of Pakistan reported 113 incidents of child rape just this year alone in Lahore. However, the scale of this problem is much greater than indicated by such figures. Experts have described gross under-reporting due to the stigma associated with these sexual assaults, threats of further violence, and the callous and indifferent treatment by police of victims of this crime. This is alongside women and families having lost faith in their system to effectively deliver them justice due to prolonged legal processes, police and judicial corruption resulting in the release of perpetrators, and abysmal conviction rates for rapists.

National rage to these incidents was targeted not only at the culprits of such heinous crimes with a public outcry for harsher punishments but also at the police, politicians, and a system that have utterly failed to deal with this problem effectively. And rightly so, for the sense of public indignation towards these appalling attacks is exacerbated by the presence of a political establishment that is not only clueless as to how to prevent or solve this crime but whose lackadaisical and apathetic attitude towards safeguarding the wellbeing of children and women is in itself shameless and criminal.

Pakistan of course is by no means alone in suffering from such high levels of sexual violence. Neighbouring India was rocked last December by the brutal gang-rape and murder of a 23 year old medical student on a bus in Delhi. This was followed by a spate of high-profile rapes which also brought world attention to the epidemic level of sexual attacks in the world's largest secular democracy. Such attacks have soared in the country in recent years and are now its fastest growing crime. According to Al-Jazeera, a woman is raped every 20 minutes in India and the Times of India reported that rape has increased by a staggering 792% in the country over the past 40 years. Public outrage at these heinous attacks was again targeted at the police and politicians for their negligence and lack of gravity and priority towards addressing this problem. In the UK, headlines regarding the sexual abuse of children and young girls by high-profile entertainment personalities, and in paedophile grooming rings in various cities across the country have also dominated the media over the past year. The child protection organisation, the NSPCC reports that almost a quarter of young adults in the UK have experienced sexual abuse in childhood, while according to UK Department of Health figures, a woman is raped or sexually assaulted every 10 minutes in the country. In the US, the Centers for Disease Control and Prevention reports that 1 in 5 women have experienced rape or attempted rape. All this demonstrates that sexual attacks are widespread and rampant across many secular liberal states.

Such states have responded to national outcries over these disgusting crimes by simply issuing a handful of new policies and laws including tougher sentences for assailants. Such knee-jerk policies and laws is the oft-repeated lazy response of governments to quell public anger against the complacency or ineptness of their authorities in addressing these problems. It overlooks the fact that numerous legislation including harsh sentences towards rape have been implemented in various states - east and west - but have not even dented the scale of such attacks.

What is not so easy but yet imperative to effectively address this problem is to ask some soul-searching questions about the liberal and capitalist values and system that dominate states and societies in the world today, including in Pakistan. Rape epidemics and lax police attitudes and government apathy towards these crimes are a direct result of the routine and systematic sexualisation of societies and degrading of women driven by liberal values such as personal or sexual freedoms and encouraged by the capitalist system for the sake of profit. This has created an environment that has devalued the status of women in the eyes of many men; nurtured a corrupt mindset that leads to enacting such sickening crimes; and has desensitized and diminished the gravity of such attacks in the eyes of those involved in law enforcement, the judiciary and governing causing them to deal with it in a light manner - all of which fuels rapes and other sexual assaults on children and women.

Liberal freedoms encourage individuals to pursue their individualistic whims and desires and engage in any relationship they wish to satisfy their sexual instinct in whatever way they view as pleasurable. Such liberal values are embodied and promoted by the advertising, fashion, pornography, music, TV, and film industries, especially the Bollywood and Hollywood culture that is celebrated and prevalent in Pakistan and other capitalist liberal states. Such industries and culture relentlessly bombard and suffocate societies with obscene and sexually provocative images and ideas, especially of women that create an environment where the sexual instinct of individuals is constantly aroused. The consistent portrayal of the woman as an object, commodity, and show piece to play to men's desires, systematically devalues their status within society. The drama, film and pornography industries even present scenes of men directly violating women, de-sensitising viewers to such shameless violence. This is alongside normalising, indeed glamourising extramarital relationships, nurturing a culture of promiscuity and cheapening the relationship between men and women.

It is only inevitable within such a dangerous environment that many men will seek to fulfill their desires in any manner they see fit, even if that means abusing children, girls or women, if they feel that they can get away with it. In addition, it has diminished the revulsion towards the violation of the dignity of children and women - not only in the minds of perpetrators but also amongst many who are charged with the responsibility of enforcing the law and protecting the public, leading to the indifferent, callous, lackadaisical, or light-weight approach to dealing with these attacks. Hence such industries should not be viewed as harmless entertainment. Their systematic sexualisation of society and degradation of women has serious negative ramifications upon the view and safety of children and women within a state. And all this is sponsored by the corrupt capitalist system with its insatiable thirst for profit which encourages businesses to increase sales at any cost, even if it means demeaning women and exacerbating sexual crimes.

So where does the solution lie? To sincerely address this problem requires for us to reject the liberal, capitalist values and system. It obliges us to embrace values and a system that does not allow the status of women to be compromised in any way; that does not put money over morals; and that prevents the sexualisation of society by regulating and directing the sexual instinct towards that which is of benefit and not of harm to society. We do not have to look far for this, for it is embodied in the Islamic way of life and system that emanates from the very belief that the Muslims of Pakistan hold dear to their heart - ISLAM.


Islam describes the value of the dignity of women as more precious than all the treasures in life, placing its protection on the same level as protecting Islam itself. The Prophet (saw) said regarding women,
«إنما النساء شقائق الرجال ما أكرمهن إلا كريم وما أهانهن إلا لئيم»
"Women are the twin Halves of men. None but a noble man treats women in an honorable manner, and none but an ignorant treats women disgracefully." Indeed, in his (saw)'s final sermon he said, «اتقوا الله في النساء» "Fear Allah regarding the woman", describing her as a trust in the hands of men, and demonstrating this trust by banishing a whole tribe - Banu Qaynuqa - from Madinah for defiling the dignity of one Muslim woman. However, Islam does not only appreciate the great value and heavy responsibility ascribed to safeguarding the status and wellbeing of women and children. It offers a clear strategy to protect its citizens from sexual crimes through a host of values and laws that complement rather than contradict each other in achieving this outcome for society.

Firstly, Islam rejects liberal personal and sexual freedoms and rather promotes God-consciousness within society that nurtures a mentality of accountability in the manner by which men view and treat women and children. It therefore prohibits the sexualisation of society, preventing the sexual instinct from wreaking havoc on communities, as well as prohibiting all forms of objectification and exploitation of women, such that the relationship between the sexes is never cheapened or the woman devalued.

Secondly, it contains a comprehensive set of social laws that regulate the relationship between men and women. This includes a modest dress code, the segregation of the genders, and prohibition of extramarital relationships - all of which directs the fulfillment of the sexual desires to marriage alone. Thus the sexual instinct is not suppressed but nor is it let loose. Rather it is channeled in a manner that brings good to societies.

And thirdly, Islam prescribes harsh punishments for any form of sexual assaults, including the death-penalty in particular cases. In addition it obliges an efficient judicial system to deal with crimes swiftly.

All this minimises sexual attacks on women and children and creates a society where they do not live in fear but in security, allowing them to study, travel, and work free from abuse. However, this can only come to life comprehensively under the Islamic system of ruling that implements all the laws of Islam upon a state and that makes the protection of the dignity of its women and children a key pillar of state policy, rather than an empty election slogan. This includes using its education system and media to promote the high status of women within society rather than as objects that serve the desires of men.

In conclusion, to believe that rapes against women and children can be solved by awareness campaigns, better training of police, or legislating harsher sentences while simultaneously implementing a value system that systematically devalues their status and undermines their safety is reckless, confused governance. Until the ideas that fuel such crimes within our society as well as a regime that enables them to flourish are uprooted from Pakistan and replaced with an alternative value system that embodies a credible approach to safeguarding the dignity of its citizens, sadly such heart-wrenching sexual attacks will continue to dominate our headlines.
