The People's Assembly, in Its Current "Legislative" Function, Is a Revolutionary Setback and an Institution for Entrenching Secularism
(Translated)

On Sunday, July 12, 2026, the first session of the Syrian People’s Assembly was held. The Assembly has 210 members, two-thirds of whom were elected indirectly through electoral bodies, and the remaining third was appointed by the head of the transitional phase, Ahmed al-Sharaa.

Following the first session in which the Speaker and his deputies were elected, Ahmed al-Sharaa stated via the X platform: "The launch of the People's Assembly represents an important national milestone, a new step towards consolidating consultation and accountability, and building state institutions on the foundations of dialogue, competence, and the rule of law."

The election of the members of the People's Assembly, and the subsequent convening of its first session, in its current constitutional capacity as a legislative authority legislating in the name of the people, is a grave and egregious act. The people of Syria, having been granted victory over the criminal regime and brought to Damascus by Allah (swt), so that yesterday's revolutionaries have become today's rulers, must recognize this and reject it.

The true function of the council, in its current form, is not consultation, nor merely conveying the people's suffering. Rather, its primary function is that of a legislative authority that ratifies the constitution and laws in the name of the people. Even if a proposed law conforms to a religious ruling, it is not adopted until approved by the council. It is not considered Allah's ruling, but rather a ruling ratified by the People's Assembly. This means that the People's Assembly is a legislative authority that legislates independently of Allah (swt) and, at times, assumes the role of guardian over Allah's rulings! Allah Almighty said:

[أَمْ لَهُمْ شُرَكَاءُ شَرَعُوا لَهُمْ مِنَ الدِّينِ مَا لَمْ يَأْذَنْ بِهِ اللَّهُ] “Or do they have associate-gods who have ordained for them some beliefs which Allah has not authorized?” [Ash-Shuraa 42:21].

The council, in its current state as an "important national milestone," is promoting the idea of nationalism that the transitional government is trying to establish, forgetting all the slogans and principles raised by the Syrian revolution, foremost among them the rule of Islam, and that nationalism is one of the bonds created by colonialism to eliminate the bond of faith and Islamic brotherhood and to tear apart the body of the nation with it and with nationalism.

The great danger that we must recognize, reject, and work to change is not only the disapproval of some electoral mechanisms or the reality of some members, but rather the dangerous role that this council is intended to play, which is to legislate without Allah (swt) and to consolidate the separation of Islam from life in a nation-state, in order to please the major powers, foremost among them crusader America, whose crimes against Islam and Muslims everywhere are not hidden from anyone.

O Our People in Syria:

Are we content to accept that this is the outcome of the pure blood that watered the land of Syria, and the great sacrifices you made in the revolution—bloodshed, displacement, destruction, and massacres—all for the sake of establishing Islamic rule and empowering the religion He has chosen for us, and raising the banner of our Prophet Muhammad (saw)? So that he truly would be our leader, as your voices rang out: "Our leader forever is our master Muhammad!" Or are we to continue implementing man-made systems, endorsing secular practices, and reproducing their institutions? Is our leader truly our master Muhammad (saw) while we govern by a law other than the one he brought, and even celebrate a legislative council that enacts a constitution and laws for us without Allah's authority?!

Is our leader our master Muhammad (saw) while we establish a nation-state that recognizes only the borders drawn for us by our enemies when they colonized our country and divided it, and wanted these borders to be a fence that tears apart the body of the nation and separates its sons?!

The radical solution to our current situation is not in constitutional reforms, nor in changing the ruling figures, nor in improving the role of government institutions, but rather in uprooting the criminal system from its roots with all its systems and symbols, and radically changing the reality to establish the rule of Islam under the second Khilafah Rashidah (rightly guided Caliphate) on the model of the Prophethood, managing our internal and external affairs with the rulings of Islam alone, and cutting off the ties of the countries that want to eliminate our Deen and plunder our wealth after robbing us of our sovereignty, and we do not give any weight to their satisfaction or displeasure as long as we are pleasing Allah Almighty.

We are certain of Allah Almighty's promise and confident in the glad tidings of His Messenger (saw). So let us be with those working to support this religion and fulfill the promise of the Lord of the Worlds, who, in His Clear Revelation, says:

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْناً يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئاً وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ]

“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious” [An-Nur 24:55].
