The Speech of the Official Spokesman of Hizb ut Tahrir / Wilayah of Sudan at the Press Conference entitled:

Since the Quartet—which includes alongside America, both Saudi Arabia and Egypt and the UAE, announced its statement on 12/9/2025 regarding the Sudanese crisis, many people in Sudan have been divided into two currents: a current that supports the Quartet statement calling for negotiations and a political settlement, under the pretext that it brings peace, and another current that says it rejects what came in the Quartet statement, and demands the continuation of the war. And although both parties are Muslims, they did not make Islam the basis from which they proceed in determining their positions, while it was originally required that this happen, for Allah Almighty says:

[يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنكُمْ فَإِن تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِن كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ ذَٰلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلاً]

"O you who have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you believe in Allah and the Last Day. That is the best [way] and best in result.” [Surat An-Nisa:59].

And He Almighty says:

[وَمَا اخْتَلَفْتُمْ فِيهِ مِن شَيْءٍ فَحُكْمُهُ إِلَى اللَّهِ ذَٰلِكُمُ اللَّهُ رَبِّي عَلَيْهِ تَوَكَّلْتُ وَإِلَيْهِ أُنِيبُ]

“And in anything over which you disagree – its ruling is [to be referred] to Allah. [Say], 'That is Allah, my Lord; upon Him I have relied, and to Him I turn back.'” [Surat Ash-Shura:10].

And referring to Allah and His Messenger is referring to the Book of Allah Almighty and the Sunnah of the Messenger of Allah (saw).

The referral of the existing dispute and raging war in Sudan to the Book of Allah and the Sunnah of His Messenger (saw) leads to the following facts:

First: The one holding the Sudan war file is America, and it is the one that headed the Quartet, and the inclusion of some Arab states is only to throw dust in the eyes, for Egypt, Saudi Arabia, and the UAE own nothing of their affair; the matter is entirely in the hands of America, and it is a disbelieving colonial state, and it is not permissible for it to enter between Muslims, because it is an enemy and not a friend. As for the statement of the Sudanese Foreign Minister, Muhyiddin Salim, that Sudan deals with its brothers in Egypt and Sudan and with friends in the United States of America, it is a statement refuted! For Allah Almighty says:

[إِنَّ الْكَافِرِينَ كَانُوا لَكُمْ عَدُوّاً مُّبِيناً]

“Indeed, the disbelievers are ever to you a clear enemy.” [Surat An-Nisa:101].

Then indeed they, the kuffar (disbelievers) do not want good for us, as the Almighty said:

[مَّا يَوَدُّ الَّذِينَ كَفَرُوا مِنْ أَهْلِ الْكِتَابِ وَلَا الْمُشْرِكِينَ أَن يُنَزَّلَ عَلَيْكُم مِّنْ خَيْرٍ مِّن رَّبِّكُمْ وَاللَّهُ يَخْتَصُّ بِرَحْمَتِهِ مَن يَشَاءُ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ]

“Neither those who disbelieve from the People of the Scripture nor the polytheists wish that any good should be sent down to you from your Lord. But Allah selects for His mercy whom He wills, and Allah is the possessor of great bounty.” [Surat Al-Baqarah:105].

So whoever does not wish good for us from our Lord, how would good come from him?! Especially when the disbeliever is the head of disbelief, America whose hands drip with the blood of Muslims across the world.

Second: Western civilization, which America leads today, is based on the creed of separating religion from life, and it is a creed based on the middle solution, so they have no truth and falsehood; therefore, they always seek to solve disputes through the middle solution, meaning reconciliation between the two disputing parties, which is that each party makes some concessions until the two meet in a middle area, because truth in their view is relative, not absolute. Therefore, these negotiations that the Quartet sponsors on the basis of the middle solution aim to establish equality between the state and the one who rebelled against it, then take concessions from each party for the benefit of the other, which leads to separating Darfur! Because the negotiations are based on the middle solution, not on the correct solution that establishes the truth and nullifies falsehood.

Third: The colonial disbelievers, when they seek to solve disputes in the Muslim lands—disputes they were originally the cause of, or they created through their agents, they solve them on the basis of their own interest and what they want, not what is in the interest of the people of the land. Whether the disbelievers intervene directly, or by proxy through their regional organizations, the African Union or IGAD or others, the separation of South Sudan from us is not far, under the same malicious pretexts, of bringing peace and stability, they separated South Sudan, and were keen to transmit the infection to Darfur to detach it, and likewise they act. And for this purpose, the detachment of Darfur and the fragmentation of Sudan, America ignited this destructive war, fueled by the sanctities of Muslims, drawing with their blood the borders of a regional or ethnic or even tribal state on the ruins of Sudan, which America falsely calls the correction of Sykes-Picot borders. And America has held the file for two and a half years, equating between the state and the one who rebelled against it, simmering its dish on a slow fire, maneuvering and circling from platform to platform, until the Rapid Support Forces (RSF) tightened their control over the entire Darfur region after the fall of El-Fasher, so America intensified through the Quartet the call for a truce it called humanitarian, then negotiations that in reality lead in the end to the separation of Darfur, with the same scenario of the South, in the name of stopping the war and bringing peace, America achieves its goal of tearing Sudan apart through the borders of blood.

Fourth: The continuation of the war at the current pace since it began in 2023 will not eliminate the Rapid Support Forces, but will lead to the Libyan scenario with the existence of two governments, and the result in both cases is the separation of Darfur, which is what America seeks through its agents!

This is the reality, so what is the solution then?

• The solution is sought by the Muslim exclusively in the great Revelation, the creed of Islam, in the Book and the Sunnah and what they guided to.

• The great Islamic solution to any issue is not based on the middle solution and reconciliation between the two parties, but is based on establishing truth and nullifying falsehood, so the one who has the right takes it completely, without reduction.

• The absence of legitimacy is the affliction of afflictions, for every person who carried weapons and possessed force wants to become a ruler over the people, until the easiest way to become a minister or take shares in power became espionage with the foreigner, carrying weapons, and violating the sanctities of innocents, and this even became a recognized custom that finds no objection, and even the leaders of society, from thinkers, media people and politicians, place their services at the feet of the agents spying with the foreigner! And to correct this, Islam decrees the principle that authority belongs to the Ummah, which necessitates returning the usurped authority to the Ummah, so that it establishes its life on the basis of the creed of Islam, by establishing the Khilafah (Caliphate) system.

• Islam’s treatment decrees that whoever carries weapons against the state that implements Islam and claims injustice, the state asks him to put down his weapons to listen to his grievance; if he does, the state sits with him, listens to his grievance, and removes it from him; and if he refuses to put down his weapons, he is fought a disciplining fight until he puts down his weapons, and the state does not allow any foreign state to enter into this matter, let alone allow the one who inflamed the war, a disbelieving enemy, to claim mediation.

• Islam’s treatment of the issue of rebellion and going out against the authority of the state is the Shari’ah treatment that achieves servitude to Allah, Lord of the Worlds, and moreover it is a correct treatment that applies to the reality of the problem; it preserves the unity of the state and prevents the intervention of lurking enemies in its affairs, so let us adhere to the guidance of our Beloved (saw).

O people of Sudan, O sincere ones from the people of power and protection:

Hizb ut Tahrir / Wilayah of Sudan continues to work among you and with you, for the resumption of the Islamic way of life, making you see and drawing your attention that the path and exit from this miserable life of yours, which is in the wrath of Allah Almighty, is represented in forming among all of us a single goal, which is how the sincere among our sons from the people of power and protection give the support (nusrah) to Hizb ut Tahrir, guaranteeing the implementation of Islam, liberating the people from colonialism, and carrying Islam to the worlds. Allah Almighty says:

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللَّهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُون]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered.” [Surat Al-Anfal:24].
