The Khilafah (Caliphate) is the system of ruling governance in Islam; through it, the Deen is upheld and the Islamic system is fully implemented. It is a way of life that Muslims before us implemented in the best possible manner, making them the best Ummah brought forth for humanity. They conquered lands and were masters of the world for many centuries. We will not please our Lord, fulfill His promise, or realize the glad tidings of our Messenger (saw) except by championing this great project and working to establish the second Khilafah Rashidah (rightly-guided Caliphate) on the method of the Prophethood. We are confident that it will soon be established, by the permission of Allah. Allah (swt) said,
[وَعْدَ اللَّهِ ۖ لَا يُخْلِفُ اللَّهُ وَعْدَهُ وَلَٰكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ]
“It is the promise of Allah. Allah does not fail in His promise, but most of the people do not know.” [TMQ Surah Ar-Rum: 6].

Meetings Between Syria’s New Rulers and Jewish Leaders: A Major Crime
The Axios website revealed that a high-level meeting was held on Sunday (23/08/2026) in Jordan, bringing together Syrian Foreign Minister Asaad al-Shaibani and Roman Gofman, Director of the Mossad intelligence agency of the Jewish entity, to discuss ways of containing tensions following the Jewish entity’s recent airstrikes.
The Jewish entity had carried out several airstrikes targeting the runways and aircraft shelters at the Abu al-Duhur Military Airbase in the Idlib countryside, claiming that the purpose was to prevent a Turkish military buildup. Damascus and Ankara denied this, confirming that there were no permanent Turkish military personnel or bases at the site.
Al-Shaibani had stated to Reuters and Axios that Damascus was looking to resume talks to reduce tensions and reach a security agreement, conditional upon the cessation of attacks and withdrawal from the territories recently occupied. Meanwhile, the security establishment of the Jewish entity insists on imposing buffer zones, disarmament, and a ban on any Turkish military presence.
At this critical moment, while the Jews violate our lands by land and air and commit massacres after massacres against our people in Gaza, we are confronted with a major crime and a resounding political downfall, namely, meetings bringing together the Syrian Foreign Minister and the head of the Mossad under the pretext of “containing escalation” and “security arrangements”! This is a step that represents a dangerous descent into the depths of collaboration and portends further surrender of sovereignty, dignity, land, and sacred places.
Accordingly, a press release issued by the Media Office of Hizb ut Tahrir / Wilayah Syria emphasized the following facts:
First: Holding normalization meetings with an enemy that occupies our land and exercises its arrogance against us is a major crime that cannot be accepted or justified under any pretext whatsoever. Moreover, rushing towards negotiations following airstrikes is nothing but rewarding the criminal for his crimes.
Second: Proceeding along the path of successive concessions with the Jews known for breaking their agreements is a dangerous path with a long-standing enemy. Our situation will be no better than that of the Oslo Authority. Negotiations with this entity will neither liberate land, bring us security, nor preserve our dignity. Rather, they are a path through which dependence on the enemy is imposed and our independent will is stripped away, especially since the conditions being dictated today amount to nothing more than an unacceptable security guardianship aimed at keeping us subject to blackmail and deprived of the means of strength.
Third: What was considered a crime and betrayal yesterday does not become political wisdom today, and it must not, under any circumstances or justification, be legitimized.
The release added: Fundamental principles do not change with changing circumstances or justifications. Whoever believes that seeking the approval of America and its protégé, the Jewish entity, and submitting to their dictates will bring security or stability is deluded and chasing a mirage. The events of today are nothing but the bitter fruits of these reckless policies.
The press release emphasized: Our duty today, all of us, is to declare our complete rejection of this grave wrongdoing and major crime, and to affirm that any security or political agreements with the Jews are invalid agreements that do not represent us and that we will not accept.
We are certain that the latter part of this Ummah will not be reformed except by that which reformed its earlier part: rule by Islam under the Second Khilafah Rashidah (Rightly Guided Caliphate) upon the method of the Prophethood, restoring sovereignty to the Islamic Shariah and authority to the Ummah, and bringing an end to the era of criminals and those who submit in humiliation.

An Opportunity for the Sincere in the Ummah’s Armies to Grant Nussrah (Military Support) to Hizb ut Tahrir
While the actions of the Jewish entity confirm the scenario Allah (swt) depicted in His Noble Book—where He stated,
[وَقَضَيْنَا إِلَى بَنِي إِسْرَائِيلَ فِي الْكِتَابِ لَتُفْسِدُنَّ فِي الأَرْضِ مَرَّتَيْنِ وَلَتَعْلُنَّ عُلُوّاً كَبِيراً]
“And We conveyed to the Children of Israel in the Scripture that, ‘You will surely cause corruption on the earth twice, and you will surely reach a degree of great haughtiness’” [TMQ Surah Al-Israa: 4]—this corruption and haughtiness rely on a bond with people, not with Allah nor from within themselves.
This confirms the Words of Allah (swt) Who said,
[ضُرِبَتْ عَلَيْهِمُ الذِّلَّةُ أَيْنَ مَا ثُقِفُواْ إِلاَّ بِحَبْلٍ مِّنْ اللّهِ وَحَبْلٍ مِّنَ النَّاسِ وَبَآؤُوا بِغَضَبٍ مِّنَ اللّهِ وَضُرِبَتْ عَلَيْهِمُ الْمَسْكَنَةُ ذَلِكَ بِأَنَّهُمْ كَانُواْ يَكْفُرُونَ بِآيَاتِ اللّهِ وَيَقْتُلُونَ الأَنبِيَاءَ بِغَيْرِ حَقٍّ ذَلِكَ بِمَا عَصَوا وَّكَانُواْ يَعْتَدُونَ]
“Humiliation is put over them wherever they are found, except when under a rope from Allah and a rope from the people; and they have incurred the wrath of Allah and have been put under destitution. That is because they used to disbelieve in the signs of Allah and kill the prophets without right. That is because they disobeyed and used to transgress.” [TMQ Surah Aali Imran: 112].
Having long since lost the rope of Allah (swt), the rope of people is now also on the verge of severing, as Western populations turn away from them and global public opinion mounts against them—pressuring criminal Western rulers, foremost among them the rulers of America, to cease their support. This is an opportunity for every sincere individual within the armies of Muslims to join hands with Hizb ut Tahrir and grant it the nussrah (military support) necessary to establish the second Khilafah Rashidah (rightly-guided Caliphate). This state will put an end to the rule of the Ruwaybidat, the insignificant rulers,—who serve as a safety valve for the Jewish entity and the West—and this state will lead the armies to liberate Palestine and all occupied Muslim lands. It will guide us toward the arenas of victory, liberation, and independence, thereby fulfilling the words of Allah (swt) Who said,
[هُوَ الَّذِي أَرْسَلَ رَسُولَهُ بِالْهُدَى وَدِينِ الْحَقِّ لِيُظْهِرَهُ عَلَى الدِّينِ كُلِّهِ وَكَفَى بِاللَّهِ شَهِيداً]
“It is He who sent His Messenger with guidance and the Deen of truth to manifest it over all other ways of life. And sufficient is Allah as Witness.” [TMQ Surah Al-Fath: 28].

“Death Boats” Claim the Lives of Tunisian Youth
A press release by the Media Office of Hizb ut Tahrir / Wilayah Tunisia stated, “While tens of thousands of our children drop out of school every year and are thrown onto the streets, where unemployment, drugs, crime, and “death boats” await them, they find themselves caught between the struggle to obtain their most basic daily necessities—such as safe drinking water and electricity, and migration, braving the waves of the sea and the uncertainties of life in search of the crumbs of the West that plunders the resources of their countries and drains their wealth. Thirteen young men from the city of Ben Guerdane drowned after secretly setting sail toward Europe, adding their lives to the long list of victims of the “death boats.” This is a painful tragedy, neither the first nor the last, as long as the youth of the Ummah are deprived of the wealth of their countries and the doors to work and a dignified life are closed in their faces.”
Addressing the people of Tunisia, the release continued, “Allah Almighty said,
[إِنَّهُ لَا يَيْأَسُ مِن رَّوْحِ اللَّهِ إِلَّا الْقَوْمُ الْكَافِرُونَ]
“Indeed, no one despairs of Allah’s mercy except the disbelieving people.” [Surah Yusuf: 87]. Despite this miserable reality caused by the man-made system and rulers who bring harm, our liberation from its grip and our return to the position of leadership and prominence that Allah (swt) has chosen for us are closer than the blink of an eye, provided that we uproot the man-made systems from their foundations, hold firmly to the strong rope of Allah, and adhere to the Shariah of the Lord of the worlds, as confirmed by His (swt) saying,
[وَأَن لَّوِ اسْتَقَامُوا عَلَى الطَّرِيقَةِ لَأَسْقَيْنَاهُم مَّاءً غَدَقاً]
“Had they remained steadfast on the right path, We would have showered them with abundant rain.” [Surah Al-Jinn: 16].”
It further emphasized that, “Ruling by what Allah has revealed under the Khilafah (Caliphate) is the safe haven that protects the Muslim youth, cares for their affairs, and preserves their wealth. Instead of contemplating migration, migrants should direct their anger toward the systems governing their own countries, uproot them from their foundations, and replace them with a system that preserves their dignity in their own lands and guarantees them a dignified livelihood through the abundant resources and buried treasures with which Allah has blessed their lands.”

Warnings Regarding the Jewish Entity’s Plot to Seize 70% of Al-Masjid Al-Aqsa
According to Al-Waie Magazine Issue 482 (adapted): Dr. Hassan Khater, head of the International Al-Quds Center, stated that since the occupation of Al-Quds in 1967, occupation authorities have ceaselessly attempted to impose direct control over Al-Masjid Al-Aqsa. He noted that the current situation marks a shift into a “more dangerous phase,” aimed at stripping the Masjid of its Islamic identity and transforming it into a security zone subject to occupation measures.
Khater explained that a key current scheme targets the eastern area of Al-Masjid Al-Aqsa—including the Gate of Mercy (Bab al-Rahma) Salah hall and its surrounding courtyards—by gradually converting it into a closed zone under the security management of occupation authorities and isolating it from the rest of the masjid complex.
Regarding plans for partition, Khater pointed to a proposal submitted in 2023 by Likud Knesset member Amit Halevi, which calls for imposing “Israeli” control over vast sections of Al-Masjid Al-Aqsa.
Khater emphasized that implementing this plan would mean the occupation seizing control of approximately 70% of the total area (144 dunams) of the masjid, effectively shifting the division from a temporal arrangement to a permanent spatial partition—mirroring the scenario at the Al-Khalil Masjid in Al-Khalil (Hebron).
Observers believe that current plans are not merely temporary security measures; rather, they represent a systematic “Israeli” strategy to alter the identity of Al-Masjid Al-Aqsa and impose a new reality on the ground by dismantling its geographical and administrative unity.

US Takes a Major Step Toward Detaching Darfur via a No-Fly Zone!
Diplomatic sources told Bloomberg that US President Donald Trump’s advisor on Arab and African Affairs, Massad Boulos, has requested a UN Security Council meeting on Sudan next Monday. According to the sources, Boulos will propose a no-fly zone over areas controlled by both the Sudanese Armed Forces and the Rapid Support Forces (RSF), as well as an arms embargo on both the Sudanese military and the RSF.
In a press statement, Ibrahim Othman (Abu Khalil), the official spokesman for Hizb ut Tahrir in Wilayah Sudan, remarked that: If this measure were to pass in the Security Council, it would represent a significant step towards the dismemberment of Darfur by crippling the army and preventing it from retaking the region. It appears that the army leadership is aware of this plan. Last Friday, in the city of Al-Manaqil in Al-Jazirah State, General Burhan confirmed that he does not rule out the possibility of new sanctions being imposed on Sudan and himself in the coming days, emphasizing that Sudan's enemies want to subjugate and subdue the country, but it will not be subdued!
He added that: Then, through the ceasefire agreements brokered by Boulos’s paper, and now the push for a no-fly zone, America aims to completely block the Sudanese army's recapture of Darfur and consolidate Hemedti's control over it. In doing so, America is implementing the Libyan scenario in Sudan, and just as it took time to separate South Sudan, it is doing the same here.
Ustadh Abu Khalil concluded his statement by saying: O People of Sudan, take heed before it is too late, for then regret will be of no avail. Seize the necks of both warring parties and compel them to adhere to the truth. Support Hizb ut Tahrir in establishing the Khilafah Rashidah (rightly guided Caliphate) according to the methodology of the Prophethood, for in it lies the glory of Islam and the Muslims, the humiliation of kufr (disbelief) and the kuffar (disbelievers), and the greatest reward from Allah.

Should the Ummah Not Hasten to Reclaim its Right to Pledge a Bay’ah of Allegiance to Its Khaleefah (Caliph)?
The Shariah obligation upon the Islamic Ummah today is to work towards reclaiming its usurped authority, rather than awaiting good from the colonialist disbeliever or success from his agents. Islam has vested authority in the Ummah; the appointment of the ruler—the Khaleeefah (Caliph) of the Muslims—entails him assuming power through the Bay'ah (pledge of allegiance) lawfully granted by the people. The Prophet (saw) received authority from the Ummah; he did not seize it through conquest or coercion.
It was narrated by Ubadah bin As-Samit that, «بَايَعْنَا رَسُولَ اللَّهِ ﷺ عَلَى السَّمْعِ وَالطَّاعَةِ فِي الْمَنْشَطِ وَالْمَكْرَهِ» “We pledged allegiance to the Messenger of Allah (saw) to listen and obey, whether in times of ease or hardship.”
It was narrated by Abdullah bin Amr bin Al-Aas, who heard the Messenger of Allah (saw) say, «وَمَنْ بَايَعَ إِمَاماً فَأَعْطَاهُ صَفْقَةَ يَدِهِ وَثَمَرَةَ قَلْبِهِ فَلْيُطِعْهُ إِنْ اسْتَطَاعَ، فَإِنْ جَاءَ آخَرُ يُنَازِعُهُ فَاضْرِبُوا عُنُقَ الْآخَرِ» “Whoever pledges allegiance to an Imam, giving him the clasp of his hand and the fruit of his heart, let him obey him if he is able; but if another comes to challenge him, strike the neck of the other.”
Abdullah ibn Umar reported: I heard the Messenger of Allah (saw) say, «مَنْ خَلَعَ يَداً مِنْ طَاعَةٍ لَقِيَ اللَّهَ يَوْمَ الْقِيَامَةِ لَا حُجَّةَ لَهُ، وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً» “Whoever withdraws his hand from obedience [to the ruler] will meet Allah on the Day of Resurrection with no argument [in his defense], and whoever dies without having a pledge of allegiance (bay’ah) upon his neck dies the death of the Jahiliyyah (pre-Islamic ignorance).”
Abu Hurairah also reported from the Prophet (saw) who said, «كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الْأَنْبِيَاءُ، كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ، وَإِنَّهُ لَا نَبِيَّ بَعْدِي، وَسَيَكُونُ خُلَفَاءُ فَيَكْثُرُونَ. قَالُوا: فَمَا تَأْمُرُنَا؟ قَالَ: فُوا بِبَيْعَةِ الْأَوَّلِ فَالْأَوَّلِ، أَعْطُوهُمْ حَقَّهُمْ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ “Banu Israeel were governed by Prophets (as); whenever a Prophet passed away, another succeeded him. Yet, there is no prophet after me; instead, there will be Khulafaa' (Caliphs) who will be numerous.” They asked, “What do you command us to do?” He replied, “Fulfill the pledge of allegiance to the first, then the next; give them their due right, for Allah will question them regarding what He entrusted to their care.”
These and other hadiths evidence that the Khaleefah—the ruler in Islam—assumes authority through the people's pledge of allegiance (bay'ah) to him. This pledge is based on acting in accordance with the Book of Allah and the Sunnah of His Messenger (saw); thus, he is an implementer of the Shariah Law of Allah (swt) and a guardian of the Ummah, not a hired hand or an agent for anyone.

The World Respects Only Those Who Control Their Own Decisions Independently And Know How to Defend Their Interests
An Ummah possessing the wealth, geographical location, and human resources to be a partner in decision-making should not remain a mere recipient of others’ choices. Independence is not a slogan to be raised in speeches; it is a stance tested when the will of the state clashes with the pressures of major powers.
History shows no mercy to those who tie their homelands’ fate to the will of foreign powers. Alliances and interests may shift, but it is the people who ultimately bear the consequences of humiliating decisions. States that fail to base their decisions on their own interests will inevitably pay the price for being dragged into Western agendas, footing the bill for policies they did not craft.
The region today does not need more alignments imposed by America; rather, it needs an independent political will that places the Ummah’s interest above all else. It requires the realization that global respect is not granted to those who merely execute orders, but to those who command their own decisions and know how to defend their interests. Herein lies the tragedy: an Ummah that once shaped the global balance of power now waits for colonialist states to chart its course—not because Muslims have lost their wealth or strategic location, but because they have lost the unifying entity that bound them together. This reality will only change when the Ummah regains the political entity that unifies its will and restores its rightful standing among peoples.

French President Macron received Bin Salman (MBS) in Paris for a visit that combined discussions on Middle East crises with efforts to strengthen economic ties between the two nations. Macron announced Saudi investments worth six billion euros to build three theme parks in the Cergy-Pontoise area near Paris, describing the project as unprecedented and expected to create 22,000 direct jobs. The two sides also signed twenty additional agreements covering defense, security, transport, energy, and industry. Regarding the issue of Palestine, Paris and Riyadh called for an end to the “Israeli” settlement policy—which threatens the two-state solution—a path they had unsuccessfully attempted to revive together last year.
Ar-Rayah Newspaper: The irony is that Bin Salman brought six billion euros in investments to Paris in his briefcase, while his concluding statement offered merely verbal calls to halt settlement expansion. Six billion euros in exchange for empty words! How can the Jews take this call seriously when they see Muslim wealth developing Paris and fueling the economies of their adversaries? When money precedes a stance, it strips that stance of its meaning, transforming it from a tool of pressure into mere window dressing.
This Ummah’s wealth is a trust placed upon the shoulders of its rulers; they will be held accountable for it before Allah before they are judged by history. Theme parks were built in Paris and investment palaces erected in Western capitals—leaving the Muslim in the East besieged and destitute while the Saudi investor in the West creates jobs for people outside their own Ummah—only because a ruler who abandons loyalty to his people and his faith inevitably falls into subservience to others.
